Purpose
According to the Public Libraries Act, library boards shall allow the public to reserve and borrow circulating materials free of charge.
The public includes all residents within the municipality for which the library board is established.

Residents
- Every resident of the Town of Fort Frances is entitled to have an FFPLTC membership at no charge.
- Identification, including proof of current address is required for registration.
- Members must inform the Library of any changes of address as soon as possible to keep membership information up to date

Non-Residents

All non-resident members, excluding those listed in 3-2, pay an annual fee, set each year by the FFPL Board based on the cost to run the FFPLTC for its resident members. See Fees and Fines

Exclusions to non-resident membership fees include:
- Non-residents owning property in Fort Frances may register without charge by presenting a current property tax bill along with identification
- Non-residents served by library service agreement with:
- The Township of Alberton
- Non-residents served by reciprocal borrowing agreements with:
- Atikokan Public Library

Proof of Address
Examples of acceptable proof of address include:
- Driver's license
- Electricity, gas, telephone or water bill
- Bank or credit card statement
- Pension, family allowance or income support statement
- Government ID

Youth
Individuals who are under the age of 16 will be issued an FFPLTC membership under the following conditions:
- The parent or guardian indicates responsibility for material borrowed by signing the membership card or registration form
- The school board requests a student membership be created for the minor under the conditions of the contract with that school board

Responsibility
FFPLTC library cards cannot be shared.
- The Library member is financially responsible for all materials signed out under their membership.
- Any thefts or loss of materials while signed out to the member must be reported to the Library as soon as possible.
- In the event a Library card is lost, stolen, or destroyed, the loss of the card is to be reported to the Library as soon as possible.
- The Library member is financially responsible for all materials signed out under their membership.
