    Purpose

    In accordance with the Public Libraries Act s. 3(3), the FFPLTC is under the management and control of the FFPL Board. The FFPL Board has the sole authority and responsibility for establishing policy. This policy directs the FFPL Board to develop and monitor policies.

    Policies set the framework for the governance and operations of the FFPLTC and provide direction to the FFPL Board and FFPLTC Staff. The policies are the tool for achieving the FFPLTC’s purpose and advancing its mission. FFPL Board members and FFPLTC Staff are responsible for knowing, understanding and complying with the policies of the FFPLTC.

    Types of Policies

    The FFPL Board develops and maintains policies in the following areas:

    1. FFPL Board by-laws which establish the organizational structure of the FFPL Board and how it does business
    2. Foundation policies which record the FFPL Board’s decisions on vision, mission, and values
    3. Governance policies which define the responsibilities and regulate the work of the FFPL Board
    4. Human Resources policies
    5. Operational policies which regulate the services and day-to-day operations of the FFPLTC

    Responsibilities

    The FFPL Board will:

    1. establish a schedule to review existing policies and will integrate this schedule into the FFPL Board agendas
    2. ensure that policies comply with the Public Libraries Act, any applicable municipal by-laws and provincial and federal legislation

    Policy Approval

    The FFPL Board will:

    1. receive all policy changes, in draft, five days prior to the next scheduled FFPL Board meeting
    2. introduce a new policy or policy change through a motion at a duly constituted FFPL Board meeting
    3. approve all policies at a duly constituted FFPL Board meeting

    Policy Distribution

    1. All policies should be documented in a standard format, numbered according to policy type, and include the date of approval and the date of the next review.
    2. The FFPL Board will:
      1. post all approved policies on the FFPLTC’s website
      2. ensure that everyone has access to all policies

    Policy Review

    1. Policies are reviewed at least a year after they are first approved and then again once every four years.
